John H. Austin, M.D.

Chairman and Chief Executive Officer, Arcadian Management Services, Inc.

Prior to joining the company in June 1997, Dr. Austin was President and CEO of UniMed, a physician management company based in Southern California. From 1987 until 1992, Dr. Austin was Executive Vice President for Health Plan of America, a California HMO. From 1982 until 1987, he was with HealthAmerica a Nashville based HMO with over one million members, ultimately, as Chief Operating Officer. Dr. Austin was the Chairman of the Board of Coventry Health Care until January 1, 2005, a public managed care company with over 2 million members and $7 billion in revenues. He is currently a Coventry Board member. Dr. Austin received his M.D. degree from the University of California in San Francisco, in 1970, a Masters in Public Health from Harvard University in 1972, and is Board Certified in Internal Medicine.

 

Les Granow

Chief Financial Officer

Mr. Granow has over 25 years in the financial services industry, including 18 years of experience focused on healthcare companies. Prior to joining Arcadian in 2006, Mr. Granow was a Managing Director at Giuliani Capital Advisors LLC, formerly Ernst & Young Corporate Finance, where he focused on capital raising, merger & acquisition and restructuring assignments, primarily for middle market companies in the Western US and for health care and health sciences companies nationally. Mr. Granow was a Chief Financial Officer for approximately three years at a privately held health care organization with revenues of approximately $600 million. Previously Mr. Granow was a Tax Partner at Ernst & Young and spent 18 years advising healthcare clients on strategies and transactional structuring for mergers and acquisitions to execute transactions and optimize capital efficiency. Mr. Granow is a CPA, with a Bachelor of Science in Accounting from the University of Connecticut, Magna Cum Laude and a Master of Business Taxation from the University of Southern California.

 

Nancy Freeman

President, Arcadian Health Plan, Inc.

Nancy Freeman has over 22 years experience in managed care. She currently holds the position of Senior Vice President of Arcadian Management Services. Her primary responsibilities include Business Development and Provider Network Services. Prior to joining Arcadian Management Services, Ms. Freeman held senior executive positions with PacifiCare Health Systems (1992-1995 and 1998-2002), Heritage Provider Network (1997-1998), UniHealth’s Professional Services Division (1994-1997), Health Plan of America (1985-1992) and a management position with National Medical Enterprises (now Tenet) (1983-1985). Additionally, she has experience in product development, merger integration as well as physician group operations. Ms. Freeman earned a Masters Degree in Public Health in 1981 from UCLA and holds a Bachelor of Science Degree in Health Science from California State University, Northridge.

 

David Lontok

President, Arcadian Management Services, Inc.

David Lontok has over 20 years of managed care experience in IPA development, management and administrative operations. Prior to joining the company in October 1999, he was Associate Vice President for Heritage Medical Systems, a physician practice management company with a membership base of over 350,000 capitated lives and a multi-state provider network, including a Limited Knox-Keene licensed entity in California. Prior to that, Mr. Lontok served as Corporate Director of Operations and Business Systems at UniMed Management Services. He also served as Director of Operations at MedGroup Management, an MSO that managed seven IPAs with a combined membership of over 50,000 lives in the Southern California area. Prior to this, he was responsible for network development at several different PPOs including SMC/MedSense, PPO Alliance and the Admar Corporation. He received his Bachelor of Science degree in Biology from the University of California at Irvine and is working on his Masters in Public Health Administration at California State University, Long Beach.

 

Garrison Rios

Chief Marketing and Sales Officer, Arcadian Health Plan, Inc.

Garrison has over 17 years of managed care experience beginning his career with PacifiCare/Secure Horizons (1989 to 1992 and 2003 to 2004). Garrison has held several key management roles in the Medicare managed care industry. His experience includes new product launches, short term/long term strategic planning, provider marketing programs, developing sales distributions channels, oversight of advertising and communications. Garrison was the National Director of Sales and Marketing for Healthsource Inc's senior division, which eventually was sold to CIGNA Inc. as well as he held the position of Director of Government Programs sales and marketing for Kaiser Permanente's northeast division. Where his responsibilities included Medicare, Medicaid and Child Health Plus product lines. Prior to coming to Arcadian, Garrison held the position of Director of Sales and Marketing for Secure Horizons. He was instrumental in relaunching Secure Horizon’s successful growth effort in the Southwest region after the passage of the Medicare Modernization Act 2003.

 

Gary R. Herzberg, M.D.

Senior Medical Director, Arcadian Health Plan, Inc.

Dr. Herzberg brings 20 years of health plan and medical group leadership experience to his role as Senior Medical Director of Arcadian Health Plan. He has primary responsibility for care, quality and resource management programs. Valuing physician to physician interaction, Dr. Herzberg utilizes the expertise of physicians in each health plan locale to achieve mutually agreed upon goals to improve access and care for seniors. Dr. Herzberg is a Diplomate and a Fellow of the American Board of Family Practice and a member of the American Academy of Physician Executives. He has been in private practice since 1975. Dr. Herzberg received his undergraduate degree in Anthropology in 1968 from Stanford University and his medical degree from the University of California in San Francisco in 1972, where he is an Associate Professor of Family Medicine.

 

Jeffrey McManus, M.D.

Senior Medical Executive, Arcadian Management Services, Inc.

Dr. McManus is the Senior Medical Executive of Arcadian Management Services, responsible for development and implementation of medical policies and procedures relating to the provision of high quality, cost effective medical services to the patient population served by Arcadian. Dr. McManus has also been the acting President of the Ojai Valley Community Medical Group (IPA) since 1988. Dr. McManus received his undergraduate degree in Bio-Electrical Engineering from Loyola Marymount University and his Doctor of Medicine degree from the University of California, Irvine. He is a Board Certified in Internal Medicine.

 

Cheryl Perkins, R.N.

Senior Vice President of Business Process Management, Arcadian Management Services, Inc.

Cheryl Perkins has over 20 years experience in the health care industry with more than 10 of those years focused on managed care. Prior to joining Arcadian Management Services in October 1997, Ms. Perkins was Senior Vice President of Operations at Cost Care Inc., a national utilization and case management company. Prior to her tenure at Cost Care, Ms. Perkins was Vice President of Utilization Management and Quality Assurance at Health Plan of America. Ms. Perkins was responsible for development and implementation of state-of-the-art utilization management and quality management systems. Ms. Perkins received her Bachelor of Science degree in Nursing from California State University of Fresno where she graduated with cum laude honors.

 

Chase Milbrandt, M.B.A.

Vice President of Business Development, Arcadian Management Services, Inc.

Chase Milbrandt is responsible for the development of new business opportunities with provider groups, hospitals and health plans; with a focus on the creation of business relationships and strategies that enable success for our clients. Mr. Milbrandt is also involved in the identification and development of new business lines for Arcadian Management Services as well as new market selection and development for Arcadian Health Plan. Chase has over 15 years of experience in the health care industry, both in the hospital management and managed care sectors. His experience includes hospital strategic planning, health plan contracting, and provider network development and management. Prior to joining Arcadian Management Services in October of 1998, Mr. Milbrandt was Director of Business Development for Brim Healthcare, Inc., a national hospital management company. Mr. Milbrandt received his Bachelor of Arts Degree in Business Administration from Pacific University, Forest Grove, Oregon, and his Masters of Business Administration from the University of Portland.

 

Peter G. Goll

Vice President, Network Management, Arcadian Management Services, Inc.

Peter Goll has more than 21 years experience in health care. He is responsible for network management, strategic planning and payor contracting for all of Arcadian’s clients. Mr. Goll works closely with the board of directors of each of Arcadian’s physician clients and facilitates all board and shareholder activities. Prior to joining Arcadian, Mr. Goll held the position of Senior Vice President of Business Development for Prospect Medical and has held senior contracting, network management and operational positions with UniHealth, National Medical Enterprises (Tenet), Aetna and Cigna. Additionally, Mr. Goll has experience with financial restructuring, consulting, worker’s compensation and merger/acquisition activity.

 

Laurie Wilson, R.N., CPUM

Vice President of Health Services, Arcadian Management Services, Inc.

Laurie Wilson has more than 29 years experience in health care with more than 16 years working in managed care. Prior to joining Arcadian Management Services in April 2002, she was Manager of Utilization Management and Customer Service for Uniformed Services Family Health Plan, a division of Christus Health in Houston, Texas. Prior to this, Ms. Wilson served as Supervisor of Utilization/Case Management for First Health, a TPA in Houston. Ms. Wilson has previously been responsible for the development of utilization management and quality improvement departments with various hospitals in Texas and Arkansas. Her clinical and nursing management background includes obstetrics/gynecology, adolescent and adult behavioral health, and adult chemical dependency. Ms. Wilson received her Bachelor of Science degree in Nursing from Texas Woman's University in Denton, Texas.
